Florida officials have announced a significant crackdown on the distribution and possession of child sexual abuse material (CSAM), leading to several high-profile arrests, including that of a Tampa General Hospital employee. David Scott Farber, 42, was taken into custody on June 3 after an investigation by the Internet Predator Unit revealed that he was involved in the distribution of CSAM through social media.

Law enforcement conducted a search of Farber’s residence, where they discovered 79 photos and videos representing CSAM. The investigation revealed that Farber had been taking inappropriate photos and videos of himself in operating rooms and patient care areas of the hospital, which he subsequently shared online. He now faces 79 felony charges associated with the possession and distribution of CSAM.

Notable Sentencing of Justin Ryan Culmo

In a separate case, U.S. District Judge Virginia H. Covington sentenced 40-year-old Justin Ryan Culmo from Oldsmar to 75 years in federal prison for multiple CSAM offenses. Culmo’s case highlights the severity of crimes related to the production, distribution, and possession of CSAM. He had pleaded guilty to charges on December 5, 2024.

Culmo was arrested on September 26, 2023, following a raid conducted by Homeland Security Investigations (HSI). Authorities discovered that Culmo was linked to an online network that utilized dark web technologies for the production and distribution of CSAM. During the investigation, investigators recovered nearly 86,000 images, 845 videos, and approximately 8,500 AI-generated images of CSAM from his possession. Moreover, corroborated accounts of abuse from multiple victims led to various reports to child protective services against him.

International Investigation and Further Arrests

The Florida Department of Law Enforcement (FDLE) began an international investigation into a CSAM crime ring in July 2024, revealing a comprehensive effort to combat these heinous crimes. The investigation uncovered a website used to advertise CSAM and led to the arrest of a suspect named Krunalkumar Modi from New Jersey on July 31, 2025. Modi is charged with multiple offenses related to the promotion and distribution of CSAM.

In addition to Modi, the investigation identified another suspect, Mehmet Bozuyuk, believed to be the ringleader of the operation based in Turkey. Bozuyuk is thought to have utilized stolen identities for the sale and distribution of CSAM. Authorities have also arrested several other suspects, including seven Florida residents, who face charges of conspiracy and purchasing child sexual abuse material.

Florida state officials have expressed strong condemnation toward the heinous nature of child sexual abuse material. They have reiterated their commitment to holding offenders accountable and have promised aggressive prosecutions in response to these crimes.
