Tampa – City Council Chair Guido Maniscalco has been removed from his position as Chair following a vote initiated by Council member Bill Carlson, who successfully moved to reconsider Maniscalco’s earlier appointment. In the subsequent vote, Alan Clendenin was elected as the new Chair of the City Council.

This significant leadership shift came after Mayor Jane Castor sent a letter in March expressing concerns regarding the civility of certain Council members towards city staff, a matter that was not brought to Carlson’s attention until after the meeting on May 1. The vote to reinstate Maniscalco initially had Carlson’s support, but he later switched his vote to favor Clendenin based on the later revelations from the Mayor’s communication.

Prior to the vote, Maniscalco had appointed Carlson as Chair of the Public Safety Committee. However, this appointment was rescinded when complaints regarding Carlson surfaced from the Tampa Police Benevolent Association (PBA). This change in committee leadership raised questions among the Council members about the dynamics at play and the influence of external parties in their decision-making process.

Clendenin had previously been appointed as Chair Pro-Tempore by a majority vote and now steps into the role of Chair, raising curiosity about how he will manage committee leadership moving forward. Additionally, Gwendolyn Henderson was elected as the new Chair Pro-Tempore shortly after Clendenin’s appointment, marking further transitions in the Council’s leadership structure.

Carlson provided his reasoning for altering his support, referencing the contents of Mayor Castor’s letter, which highlighted issues such as the excessive time spent on staff reports requested by the Council. This letter came to light only after it was covered by a local news source on May 8, causing a stir among Council members regarding its implications.

At the May 1 meeting, Henderson had proposed Maniscalco’s nomination for Chair. This received backing from Carlson, Council member Charlie Miranda, and Maniscalco himself. However, Carlson’s later decision to change his vote underscored a significant shift in the Council’s previously expected support for Maniscalco.

Earlier in the deliberations, Maniscalco’s nomination for Carlson as Chair Pro-Tempore had been deferred, as there appeared to be a growing preference for Clendenin among council members. As Clendenin assumes the role of Chair, it remains to be seen how he will approach committee assignments, particularly whether he will retain Luis Viera in the Public Safety Commission, given Viera’s previous advocacy for Carlson.

The fallout from this leadership change has implications beyond the Council. Carlson remarked that police matters had become a “political football,” suggesting that law enforcement issues were being unduly politicized. This statement drew criticism from the Tampa Police Benevolent Association President, who accused Carlson of behaving contrary to his professed support for law enforcement, intensifying the ongoing tensions between the Council and law enforcement representatives.

Concerns over Carlson’s candidacy for the Public Safety Chair position were also voiced by former Tampa Chief of Police Brian Dugan, who framed Carlson’s election to this role as a “slap in the face” to law enforcement professionals in the region. This highlights deeper rifts and challenges within the leadership dynamics of the Tampa City Council, particularly concerning public safety and its management.

This recent restructuring within the Tampa City Council raises critical questions about future governance and the effectiveness of city leadership in managing relations with law enforcement and the public. As new leaders take charge, their ability to maintain civility and ensure productive cooperation with city staff will be closely monitored by both the public and their constituents.
